Lesotho launched a modernized national ID (NID) system in 2013, applying a closely integrated approach for the administration of civil registration (CDR) and identification.  An estimated 85 percent of the Basotho population over the age of 16 have been issued a unique ID.

Somalia

Somalia’s identification ecosystem is among the least developed, both globally and within Africa ,with an estimated 12 million people in the country without an official proof of identity today. While several functional ID systems exist, these are designed to meet specific program needs. This limits financial access and poses challenges for broader service delivery and economic growth.

Nigeria

Due to a long history of one-off efforts by various agencies, the ID landscape in Nigeria grew to be highly fragmented with incomplete coverage. There are 13 federal and 3 state level ID systems, most of which are functional (e.g. voter IDs or banking IDs) but collect foundational data (including biometrics) and are widely accepted in the absence of a foundational ID system. The coverage across all ~ 13 federal ID systems is estimated to be less than 50% of population.
