Leaders from around the world – including H.M. Queen Máxima of the Netherlands, the United Nations Secretary-General's Special Advocate for Inclusive Finance for Development (UNSGSA), the President of Estonia, Mari Pangestu, Managing Director at the World Bank, and Ministers from Indonesia, Nigeria, Sierra Leone and Togo – called on countries to prioritize development of inclusive and trusted digital ID systems as part of a resilient recovery from the COVID-19 pandemic at the World Bank and IMF Annual Meeting event on October 21, 2020. The event also announced the winners of the ID4D Mission Billion Innovation Challenge to remove barriers to accessing and using such digital platforms.

Registration for the Philippines Identification System (PhilSys) launched for low-income households in 32 provinces on October 12. The World Bank supported the Philippines Statistics Authority (PSA) to re-design the process into three steps to increase safety in light of the CoVID-19 pandemic.
Low-income households were prioritized in order to enable them to more easily open bank and e-money accounts, which will facilitate digitalization of government to person (G2P) payments. As of 16 December, 9.3 million Filipinos have completed pre-registration,89% of whom reported they did not have a bank account and 13% reported not having any valid ID from the dozens of possible supporting documents. The next step will launch in January, with bank account facilities being made conveniently available at the registration centers for applicants who wish to do so.
